Now, the big question on the minds of national and global leaders is whether the U.S. will be able to meet its commitment as the nation's key climate strategy—The Clean Power Plan, which limits greenhouse gas emissions from existing power plants—faces serious legal challenges after the Supreme Court issued a "stay" on the rule earlier this year as one of its last acts before the death of Justice Scalia. Legal arguments and briefs have been flying in preparation for a hearing by the U.S. Court of Appeals for the D.C. Circuit in early June.
